NFIP Community Rating System
The National Flood Insurance Program’s (NFIP) Community Rating System (CRS) was implemented in 1990 as a program for recognizing and encouraging community floodplain management activities that exceed the minimum NFIP standards. The National Flood Insurance Reform Act of 1994 codified the Community Rating System in the NFIP. Under the CRS, flood insurance premium rates are adjusted to reflect the reduced flood risk resulting from community activities that meet the three goals of the CRS: (1) reduce flood losses; (2) facilitate accurate insurance rating; and (3) promote the awareness of flood insurance.

FEMA Training

Emergency Management Institute (EMI)
Through its courses and programs, EMI serves as the national focal point for the development and delivery of emergency management training to enhance the capabilities of Tribal, Federal, State, and local government officials, volunteer organizations, and the public and private sectors to minimize the impact of disasters on the American public. EMI curricula are structured to meet the needs of this diverse audience with an emphasis on how the various elements work together in emergencies to save lives and protect property. Instruction focuses on the four phases of emergency management: mitigation, preparedness, response, and recovery. EMI develops courses and administers resident and non-resident training programs in areas such as natural hazards (earthquakes, hurricanes, floods, and dam safety), technological hazards (hazardous materials, terrorism, instructional methodology, exercise design and evaluation, information technology, public information, integrated emergency management, and Train-the-Trainer.
